Are they preventable?

No, But they are much easier to treat and clear up if you catch them early.
If you have a dog that is particularly prone to having them make sure that you check the dog over at least once a day. If you can get after a hot spot when it's smaller than a pencil eraser you can get it to heal up in a day or so.

Daisy has only had one hot spot. I treated it with gold bond medicated powder and this stuff called wonder dust (a drying powder with charcoal--really gross!)
Now when I see her biting at an area repeatedly, I put some of the gold bond powder on it.
I'm not an expert at hot spots, I've only encountered one. But so far so good :)

Here is a site I thought to be pretty good, it explains Hot Spots and also helps to answer your question.

My personal experience on this was the hot spots disappeared when I begain to suppliment raw meat to his kibble. Also a raw egg every other day. Why? Dogs are carnivores. Most commercial dog food, even the "good" ones lack meat protein. This food has plenty of protein per se, but it is "plant" protein. Why? It is cheaper to make and can have a longer shelf life. Economics$$$$$$$$$
Dog's don't graze like cattle & horses. A dogs DNA is 2/10's of 1% of that of a wolf.
I am not advocating anyone to dump their dog food. Just look into this, read everything you can about this concept. All I can tell you is the hot spots dissappeared, the scratching, chewing and licking became almost non-existant. The so called "allergies" went away!

I would be very careful of giving your boy raw eggs...cooked I would do, but not raw.

Daisy has had Hot Spot issues off and on her whole life. I have tried everything under the sun from Allergy foods to Cortisone shots. What I have finally found is a great little bottle of medicine you can get anywhere called Sulfodine. When she begins her chewing on a spot, I immediatly put some Sulfodine on it and it clears right up. The Gold Bond medicated podwer mentioned above also works very well. I rub that on her belly in the humid and hot summer months every once in awhile and it keeps her tummy from getting irritated.
